New motherboard compatible with my old HDD with Windows 7?

So I have a PC with a Dell OptiPlex 3010 motherboard and an HDD with Windows 7 and long story short I need to replace the motherboard (with the another OptiPlex 3010 motherboard, same model) due to the USB ports not recognizing keyboards or mice. Also, I have tried to fix it with every possible way, though I have determined that the motherboard just needs to be replaced. Maybe though it was a setting on the WindowsOS on the HDD. SO my question is if I get a new motherboard and boot the same HDD with the Windows 7 I used, will it change a setting or mess up the USB ports again? Thus creating the same problem and putting me back where I started. PLEASE HELP

MY PC'S SPECS:

  • 500 GB Seagate HDD (with Windows 7 Pro, which I have been using, until this USB problem)
  • Intel Core i5-3470
  • 4 GB DDR3 RAM
  • No graphics card
  • 280 Watt Dell power supply
  • Dell Optiplex 3010 Motherboard (USB ports seem to have power, but NO data connection)

(Also if someone has a fix to why my motherboard USB ports don't work with keyboards or mice, an answer to that would be appreciated as well. I believe the problem is either the USB ports are just dead or the WindowsOS just has a setting or something on...)

P.S.

When I boot up my current PC setup, I am brought to the BIOS where it tells me windows had a problem starting up and its starts the windows repair process. When it does that it loads then says "Do you want to restore my system using system restore?" Then gives me the option to click restore or cancel. THOUGH I CANT BECAUSE MY COMPUTER DOESNT WORK WITH THE KEYBOARD OR MOUSE.

it should work

can you try using another mouse/keyboard? PS2 ports? adding in a internal USB hub?

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

Nope, this motherboard has no PS2 ports, I have tried 4 different keyboards and all USB ports.

if you get a new motherboard with the same specifications (model, build, generation), it should work

only things that might be changed are your BIOS settings, but its a OEM board anyways so you can't really change stuff in a OEM board.

windows 7 should work fine, if it was working properly in the first place anyways.

If I use a PCIe internal USB hub, will that have slower speeds or any downgrade from the original ports?

does it work in the bios?

Does it work in linux?

Are the usb ports dead or just not work with keyboard and mouse.

The hdd should boot just fine, IDK about the problem being fixed, i don't know enough.

Well, Windows 7 actually had some system problem which led to the restore process. Would the new motherboard be affected by this?

what was the system problem?

if you can try, try to run another OS (Ubuntu?) and see if the USB ports work

I guess I could, but how would I even run another OS?

1. So my options are, get a new motherboard and hope its windows isn't the problem.

2. My Favorite: Get a PCIe Internal USB hub

3. or run a different OS and hope the USB ports show on that as working...
