FX 8150 is, in very simple therms, just a quad core with 8 threads (4 modules with 2 independent cores and a shared cache).

100 FPS in ANY bethesda games will break features (most noticeably lockpicking) and that's one of the reasons the game is locked at 60 FPS by default with no vsync option in the menus. The only way to unlock the framerate is by manually disabling in in one of the config files (not sure which), but it is HIGHLY RECOMMENDED to leave the 60FPS cap enabled.

Why it drops all the way down to 24 on your config eludes me. My CPU is significantly less powerful (FX 4320) and my GPU is a bit better (I think) - RX 480 8 gig- and I rarely see dips that low on the settings I have (unfortunately I don't know them off the top of my head). Lowest I've seen so far is mid 40-s during physics intensive scenes (mostly where lots of crap flies around)

You're being held back by your CPU I'm afraid, Fallout 4 is quite CPU intensive.

shouldn't see 60. It's all about disabling or lowering things that will make the CPU cringe.

In city areas he will most people get massive dips in the city part, this game just isn't optimised very well at all and dreaming for 100fps isn't realistic especially since the game breaks when you unlock the fps.

There's your problem. Upgrade your CPU to either a modern Intel or Ryzen chip.

Also, assuming you're playing at 1920x1080, you shouldn't be expecting 100 FPS at ultra settings with your GPU.

Nah, unlock the fps and go nuts. Sub-orbital deathclaws are sooooo much fun.
