Here you go, with the best of the CPU's on this main page, and the rest of their families when you follow the links:

err, to my knowledge you can overclock them all with a decent motherboard (oem mobos might have the base clock locked etc).

Just go with a quadcore at least, you can find them all on ebay for cheap.

the "core 2" series of 775 CPUs overclock easy - really

about 5 or 6 years back when i still had it, I tried overclocking mz core 2 duo E-iforgotwichnumber on a MSI G31 budget board wich did not go all that bad

and just recently i overclocked a Q6600 from stock 2.4 GHz to 3 GHz just by setting the base clock / FSB from 133 to 166, also setting the lowest RAM multiplier so that the RAM comes close to its original rated 800 MHz DDR2 speed again - everything else was left on "auto" - runs fine on a gigabyte board with stock cooler.

i guess it could overclock even higher with a better cooler and a little more tweaking and fiddling -because most CPUs have the multiplier locked, turning up the FSB might be all you got to work with so i would look for a CPU that does not need a high FSB clock to begin with but has a relatively high multiplier instead ... i guess that a 1066 x 9 CPU might give better results on FSB overclocking than a 1333 x 6 CPU ... i do not have enough hands on experience to say for sure though
