Odd flicking on monitor???

I have a 29 inch lg ultrawide, and for some reason when I scroll I can see this odd flickering transparent box about 3'' by 5''... Just sort of distorts a bit.

 

It only happens when I scroll though.

 

Has anyone else had this problem? Is my monitor perm disabled :(
