PC Language and Keyboard language

I would like to have my pc settings and stuff in English but the keyboard in Spanish. Is that possible? because if i set Spanish as default then the keyboard switches to Spanish but so does the PC language.

You can set language and keyboard layout separately. Actually you can set multiple layouts if needed. I used Vista with English language and Finnish layout.

What OS are you using? Win7/8/10? Usually on the bottom right of the taskbar there should be a field which says ENG or ESP in your case. There you can manually change the keyboard format without affecting the OS language.
