GTA V 1 FPS Rare Issue?

Prior to 1 or 2 weeks ago, I was able to play GTA V at a solid 80+ FPS on High/Ultra settings. Just recently, (I don't know if it's newly installed software or not) It has been running at a solid 1 FPS. Like just frame.... 5 second later... Frame. I need help. Please.

If after 5 seconds it changes frame then it will be 1/5=0.2 frame per second.

Reinstall GTA V or update gpu drivers

I've updated drivers, but I haven't tried reinstalling. Supposedly if I reinstall a specific GTA V nvidia driver, it should fix it, but it doesn't work.

It's an ASUS GTX 760 3GB (192-Bit)
