Looking for new monitor, $150, relatively low latency IPS

I'm looking to sell my HP Z23n for hopefully around $150 to buy a new monitor. I mean, the colors are great and the stand is sturdy, but the input latency is like using a TV without game mode. I'm not talking about panel lag, what I'm saying is the latency from processing the image is terrible with this thing. I'm thinking I may want the Dell P2219H, but I can't find a thing about latency with that monitor, other than the panel latency of course. Here are some things I want in a monitor:

 

1080p or higher, 16:9 or 16:10, 60Hz or higher

IPS panel with good color and black levels

good overall input latency, doesn't need to be extreme, but nothing terrible either

a fairly sturdy stand with height and tilt adjustment

DisplayPort input, no speakers required

around 25 inches screen size, give or take a few

lumpy chunks

AOC 24G2. Theres a 75Hz and 144Hz option. The 144Hz option has been highly reviewed but the price is a bit inflated at the moment. (Can sometimes be bought for $180ish) Both are IPS with height adjustable stands
