Overhead webcam/camera arm + webcam image stabilization

Hey guys. Looking to casually start recording/streaming some of my keyboard shit and I think an overhead cam is the way to go. I have been successfull in using a small little flexible tripod kind of resting on the top of my middle monitor, but not only is it very jank, but it is very much in the way of the middle monitor so it's hard to actually use that monitor while the camera is there. I would rather not have a tripod or something on my desk/floor and was wondering if there is some kind of clamp or something I can attach to my desk that can hold my webcam roughly two feet above my desk. Is there something like this for under $50? Bonus points if it has some lights built-in or something. Something like this is almost perfect but the webcam arm is slightly too short (and since the top of my monitors is slanted, I would have to clamp to the desk or something, and 14" is far too short to reach the camera over the monitors to see the desk below).

 

Assuming I get a stand, I will also have to tackle image stabilization as even small bumps or whatever on my table cause the camera to shake wildly. I will be using a Logitech C920 for the forseeable future and was wondering if there is some kind of image stabilization I can apply, preferably something that happens while I am recording in OBS (maybe a plugin or something). Any ideas? Thanks!
