Best way to turn down hz / fps display and pc outputs?

Hi :)

 

Thanks to the forum, I know that I need to 'turn down' the Hz of my moniter to make Freesync run better. 

[It was causing flickering in windows as well as in games]

 

 My monitor: 31 inch Dell d3220dgf Freesync2, 2560x1440, 165 hz

 

What's the best way to turn down the amount of hz or fps the display and pc outputs?

I know there's some software called GRU? is that the easiest way to edit it?
