What's to blame, CPU or RAM? 3200 Mhz unstable

So I have a Ryzen 2600 with 32 gigs (4x8 bought as 1 set, not 2 sets of 2x8 16gig for clarification. already made THAT mistake before too) corsair vengeance 3200 speed ram. I recently used the Gigabyte Aorus B450m motherboard and had a stable 3000 mhz @ 1.35v on my memory. I upgraded motherboards to the ASRock B450m Steel Legend and now my memory is unstable even at 2933. I am going to have to down clock it further as I am still having system instability. 

So my question. Do I need to try to find more compatible ram, or will upgrading to a Ryzen 3600 solve the issue with it's much better memory compatibility? another kit of 32 gigs 3200 or even 3600 speed ram would cost round about the same as the new processor, so I am torn and seeking guidance from the community. I am leaning towards getting the 3600 but wanted to see if that would even solve the issue before spending any more money right now. Thoughts? Advice? Cat memes?
