Laptop receiving power, but not charging from USBC hub

When I have my laptop plugged in via a USBC hub, it shows as charging, but slowly looses power. I included a picture below of the HWINFO charge rate. At state 1, it is plugged in through the usbc hub at idle. The charge rate is usually around 5W. At state 2, it is still plugged into the hub, but the CPU is under load and the charge rate increases to 17W. At state 3, the laptop is plugged into the regular charger directly and charges normally at 25W. At state 4 the laptop is under load and charging at 15W. What I don't understand is why it is charging, but still loosing power and why the charge rate increases under load.

Windows 10 Home 64bit

Lenovo Yoga 910-13IKB

Latest Bios from June 2017

Stock 45w Charger: 5V 2A, 12V 3A, 20V 2.25A
