i7-4790 non K - multiplier stuck at 38

Hi,

 

I've got i7-4790 non K on Asus Z97-P, and even when I stress my CPU the multiplier is stuck at 38 max, though it says 8-40.

Why is that?

40x Single core, 38x all core?
