Can someone value this second-hand laptop. Its pretty scratched up. Like what would you pay for it, if you had to? Should I pass? He wants 1300$ AUD; but I feel like I'm getting scammed.

Just as a comparsion, you could get a Ryzen 5 3600, RX 5600XT, 16GB RAM and a 1TB SSD desktop for roughly AU$1300. This would offer 999% faster performance in both gaming and non-gaming tasks compared to that crappy laptop.

 

I don't think that laptop even costs AU$1300 new. This guy's just a p.o.s trying to sell something overpriced.
