"slots" reffers to the size of a PCIe Card.

this is a singleslot. you can tell by the single slot opening at the read of the card. (the metal bracket you see at the rear)

this is a 2 slot card. as indicated by 2 width bracket. 

 

a 2,5 slot card will then have 2 width bracket  and the cooler will be slightly wider than the bracket.

Hey my brother wants to upgrade is GPU which is a 1070 to a msi rtx 2080 gaming x trio but hes wondering whether it'll fit in his msi z390 gaming pro carbon AC as hes been watching videos of the msi GPU stating its 2 and a half slots. Would it fit or no? Please anyone help would be good to save him from making a mistake

Check to make sure the card will fit into the case. Cases will have their own dimensions and the card needs to fit within those dimensions. Also make note that the GPU dimension will increase once you plus in the cables. For some cases, this may be just a little too big. Pushing up too hard against the side panel it may not close.

The 2.5 means that it occupies downwards 2.5 slots (the brackets on the reach of the case. The amount of brackets you will remove is 2.5 brackets). That wont be a problem providing you dont have any other cards plugged in.
