Games are all having frame drops

Every game I’m playing is having frame drops/micro stuttering and I don’t know what to do. I’ve checked task manager, reinstalled drivers multiple times, watched temps and usage, nothing is working and I can't see anything wrong. Any help? Running a 1080ti and 1950x, 16gb ram.

 

I am also having lag going across the screen sometimes when on the desktop.

 

this is the lag that is happening. You can see it when I move it around, it freezes for half a second.

Reseating your GPU? Check all the cables, maybe swap the connection ports on monitor and GPU.. if you have a second HDMI or display port try those, try another cable, if possible.. I've experienced this if the port or cable were failing..
