Loud constant whine and freezing/crashing on new PC, out of ideas.

Hi all, I'm a first-time PC builder. My parts are below.

The problem: there is a continuous whine that begins the moment I boot up the PC, and it's so loud that it's impossible to ignore it. There are also frequent crashes and freezing.

Things I've tried:

1) Updated drivers, BIOs. Still crashes, whine still present

2) Disabled C-state. 

3) Took out the GPU, disconnect the CPU cooler, case fans and disconnects the CPU power. The whine is still present, it appears to be coming from the motherboard.

4) I got a new motherboard, the MSI B450 Tomahawk. This time I test just the mobo + cpu alone with the psu, and it still whines.

5) I assemble the PC with the new motherboard anyway, but the whine is still there. This time i only installed one ram stick (which is on the QVL) just to make sure it's not a RAM issue. About 30 mins into a windows update, the computer freezes.

6) I take out the PSU and jumpstart it alone. The fan starts but it's quiet - no whine.

I'm totally lost and out of ideas. The motherboard must be the source of the whine then, but I've already tried two different motherboards. The only thing in common is the PSU and CPU, but I've never heard of anyone having such issues with the popular Ryzen 2600 + Tomahawk build! Furthermore, I don't even know if the whine is related to the crashing/freezing. Any suggestions would be greatly appreciated, I'm stressed and really depressed over such a crappy experience. Hi wabbajacked,

it sounds like your psu may give your Mobo’s vrm’s a hard time, causing them to whine and deliver an unstable voltage. If you have the chance to try with a different psu you might just fix the issue entirely.

 

PS: my first build also had multiple issues, so i’ve Been there. Good luck and let me know if you fixed/found the issue!

Hey, just FYI and for people who might experience the same issue - I fixed the whine by exchanging the PSU, which was apparently defective (to a corsair RM550x). The crashing and freezing turned out to be totally unrelated and a consequence of using Windows 10 version 10240, which is extremely unstable when paired with a Ryzen CPU. I installed Windows 10 version 1809 from a flash drive which fixed everything.
