Mother board didn't stop

When i shut off my pc, by start menu, windows shut off normally, but my processor, graphics card and case fan, continue to work. I had to stop him on the power supply switch.

Same thing with a short push on the case power button.

When I start my computer, the informations LEDs of my mother board run a couple of time, i have to wait 2 or 3 min., after my pc normally works.

 

When I shut my PC off on Windows, it shuts down normally. But then, the graphics card, case fan and mobo are still running. Besides that, my CPU led turns on immediately after shutting down.
Same fact with the case power button.I have to stop it with the power supply button.

However, he works perfectly fine when Windows is launched.

PS : PowerDownAfterShutDown is already on 1, and all the drivers are updated and Windows
