    Windows 10 can run pretty OK on 4GB, not ideal but it'll do OK if you're gaming with older games that don't use so much RAM, and especially helped if you're using a SSD instead of a hard drive. Windows 7 is also OK with 4GB of memory. Windows XP 32bit can't use all 4GB (no more than about 3GB) and Windows XP 64 bit was a hot mess we don't talk about XP 64...
     
    Windows 10 should not have any problems with that CPU, I've ran 10 on older hardware like that. Windows 7 may be your only choice however due to lack of Windows 10 drivers for other parts of the system.
     
    GTX 470 will smash it in HL2, my old GTX 650 ran that game (heavily modded with pretty stuff) just fine, and plenty of older games as well like Far Cry with maxed settings.
     
    Get a SSD.

    I just checked it a little, at Dustin you can get the Ryzen 5 2600, MSI B450M-A Pro Max, 2x 8gb Kingston HyperX 2666 for about 3300kr with shipping (about 70kr) included, 3200 ram will add about 200kr to it. But I guess you have better options to find a good deal compared to pcpartpicker.
