    Probably just size tbh.
Smaller cards have worse cooling but fit smaller builds.
Tbh with a card like the 1650 super you shouldn't loose anything by going with a smaller card

If you dont want any bullshitting and some serious advice then contact amd themselves, ask for a replacement or refund or something we just stated some facts and what options you have. if your unit for some reason is malfunctioning then were not able to help you.

also just because some folks have problems with a card doesnt mean AMD sucks or the card sucks ^^ look around this forum theres threads about almost every f+cking card having problems sometimes.

Oh and stay friendly next time.

The "bottleneck" you're seeing there is most likely very normal. Since those games are optimized for high fps usually the cpu puts out less fps than your gpu could do and that results in gpu usages way below 100% but still high fps.

Alltho 180 seems a little low for the 5700xt. But then theres also amd drivers and league just beeing a shitty programmed game after all so I'd say its quite normal.

You can still try reinstalling drivers or ddu them

    That's straight bullshit

Even the laptop card can run everything with rtx on and that's clocked down 22%

uff well maybe watch some fps tests for your cpu and then try to pick a gpu thats not too far ahead.
i think a 1050 would maybe work. 1050ti maybe but unlikely i think

I like the Arctic freezer esports 34 duo. It's not expensive at all and has really good cooling

It doesn't really matter. Every one will probably run at 1400-1450mhz and will perform the same then.
    Only difference is cooling
If you're worried about that choose one with a big heatsink

It's not at all maxed out with an rx580.
Like i said in games that don't heavily rely on more than 4 threads it's the same as the 9400f.

And games that really need more than 4 threads are rare. Even today

The 5700xt crushes the 2070 in pure gaming it's even better than the super variant.
But if you care for rtx and dlss and maybe the Turing video decoding chip for recording and streaming the Nvidia card is the choice.

Also maybe take into account how long you want to keep it. You said rtx is nice but there are few titles right now. Well tbh at 1080p a 2070 will last you 4 years maybe even more before you could even need a newer one. So also keep that in mind ^^
The 1070 is 4 years old now ^^ and it's still quite a nice card.
