Decided to have another look at everything again today. It is not the gpu making the sound. It is the psu. I am rather relieved!

Updated my asus rt-ax86u firmware to version 3.0.0.4.388.22525.  Lost internet. Asus gui was telling me disconnected ethernet cable between my router and modem(Virgin media super hub 3) or dhcp error. Reset everything. Still no joy. Did a factory reset on the router. Still no internet. Went back to Firmware version 3.0.0.4.388.22068. Did a factory rest. Internet straight away. Tried to update to the latest firmware again. Lost internet again. Did a factory reset. No internet(Did try 4 different ethernet cables). Went back to Firmware version 3.0.0.4.388.22068. Did a factory reset. Internet straight away again. I think if you have this asus rt-ax86u router and a virgin superhub 3 it be best  to avoid this latest firmware update!

I get the same with my rx5700xt sapphire pulse with the latest drivers. I am using driver version 19.12.1 now and this version works fine.

Why would anyone go from a rx5700xt to a 2070 super? I expect amd will sort the black screen issue soon and then you have a great card that was a good price.
