TDP ratings mean little, but check your mounting pressure first. The screw holding the cooler in is supposedly tight, as if you're building an Ikea chair.

Microsoft still hosts ISO files of older Windows version, so download 1803 in the language and architecture you have, and mount the ISO.
Next, try the DISM restore health command again, only this time using the /source switch specifying the <virtual DVD>:\Source\install.esd (or .wim) as the source.

You'll need MSi Afterburner. (Don't worry it works on all graphics cards) Download it from Guru3D and install it.
Once installed and running, you'll need to do the following:
Open the settings menu underneath the fan speed section
Then choose your startup options
press the fan tab up the top
Enable User defined fan control and ensure the curve is at default. (you can play with this once you get to use afterburner more
Click OK at the bottom and ensure afterburner now looks like this
Once it does click Minimise to finish NOT close
