    Seems fair. I did some digging and the best that I can think of is this:
    40£ for your GPU from CeX

    + 8£ - 4GB for DDR3 (from CeX or maybe cheaper if you can find good deals on Ebay)
    Total ~ 118£
     
    *Note: Biggest concern is that this PC might not have 400W PSU 
     
    * You can See what kind of performance you would get for the price

    Thanks guys I appreciate the help, I did think abut AMD'S APU'S for a while now, and it might actually work, however I would need a new case and PSU, which I will save up to get, So Many Thanks

    I guess. I'll just say that if a Windows key is reducing your possible budget for parts, the "insurance" is not worth it.

    With the A320 Boards you have to be careful as not all support Ryzen 2k out of the box. You might want to check that and make sure it does (like asking the Store selling it to flash the newest BIOS). https://www.overclockers.co.uk might eventually do that, possibly.
     
    The Case is something you don't necessarily need as you already have an ATXish case. That should work. Not great but works. A bit saved on that.
    For that you should get the System Power 9.
     
    THe 320GB WD is something you use right now, right?
    Because I wouldn't buy it new.
    SSDs are really cheap, 240GB are like 30€ or so. That's something to look at as well.
     

    Memory:
    Get at least DDR4-2666 Memory, wich is like a couple of bucks more.
    Look for example Patriot Viper Memory, DDR4-2800 maybe 3000. Its not that much more and w/o GPU you need the Memory as fast as possible.
    8GiB DDR4-3200 memory seems to be way more expensive than DDR4-3000 wich is like 5-7€ more than the 2400 one.

    The one in the back of the PSU is for it own exhaust. What you can do is maybe cut a square/rectangle above that long vent at the bottom. Getting rid of the circular vent shouldn't impact you too much.

    @Dijon, there is one more option, and I have done this before in particularly annoying cases. You can buy a fan filter of the correct size, then flip the rear fan around so it's an intake rather than an exhaust. It's kind of a last resort because it dumps the CPU's air into your drive cage, but if you can somehow rig up a case fan in front near what I still assume is a bottom cut for air intake (double sided Gorilla Tape is wonderful for this), you get ok exhaust going too. It's not ideal by any means to reverse your airflow like that, but it might be worth trying out to see what your CPU, GPU and drive temps look like before you try and drill acrylic.

    Yes.
    If the GT 1030 doesn't fit in your case, then look for a low profile model of that card.
     
    Adapters are pretty cheap, get a DVI or HDMI to VGA adapter. Done and dusted.
