Whilst the temperature is to be expected as per the above explanation, the card can handle itself just fine at that temperature so nothing to be concerned about (although the fan might get a little noisy!)

I would go for whatever you need right now, instead of worrying about 'future-proofing'. You don't know what your needs will be in the future, you may build a future-proofed machine and never benefit from it when the 'future' comes; and if you do end up needing to upgrade because you didn't future-proof, the parts you need will be cheaper by that time.

What version of Windows are you running? 32bit Windows will restrict your usable RAM no matter what your motherboards capacity.

And what if you short the correct pins on the motherboard with a screwdriver?
And have you verified that the motherboard has got a BIOS update? Since you are running a 2nd gen Ryzen chip on a B350 board?
By the way, does it give no signs of life at all?

If you still have the old CPU put it back in to confirm if the CPU change caused it. I can't think of a mechanism why this would be the case, unless the cooler isn't working as intended and the CPU is throttling.
