It's so better. Get a Ryzen 5 now while it lasts. OC it with a B350 mobo get much better performance than your i5-6400. The 1060 6GB should still be fine in a couple of years.
P/S: Can u wait until Ryzen 2 launches in April?
Better get a Ryzen 5 1600 and OC it, gonna worth more than buy a Ryzen 5 1600X, but get an AIO water-cooling, 16GB of RAM, with high clock speed because Ryzen works best with high clocked RAM, 550W PSU or around it, case of ur choice.
Yeah it's called "silicon lottery". If you get more clock speed, you will see a performance difference. The i5-6600K can OC to 4.8-4.9Ghz if u got good cooler.
But I want 8 cores... JK. But isn't that thing boost to 5Ghz? Don't worry about cooling I got an H80i cooler. And $70 is quite a bargain for 8 cores tho.

At the command prompt, run the following commands in the listed order, and then check to see if that fixes your connection problem:
Type netsh winsock reset and press Enter.
Type netsh int ip reset and press Enter.
Type ipconfig /release and press Enter.
Type ipconfig /renew and press Enter.
Type ipconfig /flushdns and press Enter.
If you want to check system files, you can run this line in Command Prompt as Admin:
sfc /scannow
Get the thing that will offer the best single-threaded performance. An old core i7-6700 or the like will work just fine. Or a 6-core i5-8400 is great too.
It's all fine, except for the m.2 SSD. I personally wouldn't use them, better use a SATA SSD to reserve the M.2 slot or use a high capacity HDD for bulk storage since the loading times speed boost is not that great.
