    Set the resolution to 800x600 and report back on your framerate. If you are CPU limited your framerate won't increase at all.

    I have an i5 2320 and a GTX 1050 Ti and I get 60-70 FPS on Battefield 1

    It's probably a separate issue in some specific cases, but if that's true then just wait until it's fixed or wait for the next update

    Not necessarily, background tasks may also use the CPU.

    Just a FYI: AMD very rarely sends their drivers to be WHQL approved, they're forced to call it "Beta" because of it, but they're legit drivers so I suggest to update when a new version releases as they improve performance in new games and add features.

    Turn all unnecessary background tasks off and leave BF1 only, that should leave the CPU more "air" for the BF1 itself which is a CPU demanding game.

    Yeah, games get more and more demanding on CPUs and people here still recommend i5's + GTX 1070's... I don't understand that for two reasons: 1. people won't get everything out of their GPUs and 2. since the CPU is already at its limits, next GPU upgrade is tied to a CPU upgrade and that's not an optimal solution. CPU should last 2-3 GPU upgrades.

    Well that is very strange.  Your hardware should definitely be doing better imo.  Which means this can probably be fixed for free... it's some software issue, like a driver, etc.

    What settings?  Most games are designed to be played at High settings on high-end hardware, and Ultra/maxed out isn't tested to make sure it runs generally... that's reserved for the people who have like dual Titan XPs or forpeople to replay the game in a year or two.

    Because Battlefield 1 loves cores and threads. You have an i5 with 4 cores only. i7s have 4 cores and 8 threads, and the extra 4 threads do make a difference.

    Cheap, nasty, wouldn't recommend it , getting something like that isn't even an upgrade over what you currently have, yes it does have more "usable" power but ya know, quality wise, it's as bad but maybe a little better.

    Do as @Energycore said and buy the 4GB and the PSU. You don't want to lose your GPU since warranty doesn't cover PSU faults.

    The GPU will be too slow by the time you even use all the VRAM.

    But no reason not to get the $30 EVGA 430W
     
    Or even better, the $50 Seasonic S12II 620W that will last you 10 years

    Why not buy a 4GB RX 480? You don't lose performance in 1080p or even 1440p much at all.

    I would buy an inexpensive PSU like the Corsair CX (grey-label) or similar higher-quality PSU.

    Not only is it bad, it's actually only a 400W PSU
     
    A single 480 is cutting it close there.

    To be honest, the Litepower is pretty bad. It seems you're only getting 396W from the 12V rails. While it would work with the RX 480, I wouldn't buy a "top-tier" GPU only to power it with a sub-standard PSU.

    No look at the 12V Rail specifications. 204W and 192W, together they don't even reach 400, and that's the important rail.
    Because Thermaltake are assholes that lie in their marketing lol
     
    Shouldn't need to downclock. But you should undervolt as far as you can while remaining stable.
