you need to get a new power supply, i would go corsair builder series (cx or cs series) modular power supply(go the 750w models) and go gtx 970 or r9 390 but i would go gtx 970 as i am a nvidia fanboy.

its just i have always liked evga's coolers and evga dosen't make amd cards if they did i would buy a dual gpu fiji card in one second

I would get a nice monitor cause it will last longer, i have a 1440p monitor from like 7 years ago and i am writing this comment on it right now. that monitor will not last you for more than maybe 3 years.

I Think it will slow it down just a bit but i would still upgrade.  I would go intel 5820k 6 core and a compatible motherboard that can fit in you case and motherboard I would get the asus x99 deluxe: http://www.newegg.com/Product/Product.aspx?Item=9SIA1N83UD9970

Noctua places very good fans on their coolers I would just stay with the ones it comes with.

if your upgrading upgrade to the r9 380x tonga xt(2048 cuda core and more effecients), as is newer version of the 280x( 2048 cores tahiti xt core), r9 380 is rebranded tonga pro(1792 cuda core and effecient). so if upgrading go 380x otherwise i would stay

I would use a better/cheaper/nicer case such as the corsaie air 540, phanteks evolv, or the s340. also i would throw in a nzxt hue to make his rig look nicer considering how much he is spending i would make it look nice
