One time I was At best buy seeing if there were any skylake i5 machines for around 500 USD. I asked the guy if they had anything, he started to go off on how an A10 Apu machine will do 60fps ultra if i made the system ram 32gb. He basically told me that more ram is better. After he said that i acted like a smart ass and asked. well does it have a gpu? He said that Gpu's are just a fad and that they are only a scandal made by pcmr.

I say that this is perfectly fine, Im running a R9 390 on a 550 watt, with an fx cpu and have had no problems.

It's funny cause afterwards he pointed to an alienware with a 960 8gb ram and an i7 6700 and said it was usless because it only had 8 gb of ram

It will run, but the issue you may run into is CPU bottlenecking in games. 
 
Honestly, I would suggest looking at upgrading to something like an i5 6600K. It would require a board and RAM upgrade as well, though. 

I'd Reccomend having it on the Right side under your desk, You can look and drool at through your pc window without it being distracting while in games. You'll also have more space on your desk aswell.

Depends on what games the 4gb 960 SSC from evga had a clock of around 1300 MHz, yes I believe so as long as your not maxing out anything close to Doom at ultra, you'll get 60
