I would change the storage to a regular SATA drive with double the storage for the same price or cheaper.  I can speak from experience on this because I purchased the Intel 750 series SSD thinking the incredible speed would be awesome.  The truth is, I can't tell the difference between it and my 850 EVO on my laptop.  Although it is fun to have the best, I was disappointed that it didn't make any noticeable difference.

Go ahead and pick up an 850 EVO 500 gb or 1TB. You'll be much happier with more storage than extra speed you can't perceive.

I would not get that GPU, try to find one with a better cooler.  The blower style coolers are very loud and do not perform well.

And for the mouse, be sure you try it first.  The RAT is great quality, but the ergonomics are not for everyone.  I returned my RAT 9 because it was way too heavy for fast FPS games, and I had way too many accidental clicks on the left button.

Back when I was picking pc parts on pcpartpicker for my build, something happened... I had already decided to go with the GTX 1070, but did not know which specific card to go with. After looking around the inter webs, I stumbled upon the MSI Geforce GTX 1070 Armor 8G OC; and it was at that moment that I knew that was the one. It had no backplate, but that didn't matter, since I was using an inverted layout. It was plain black and white, and people told me I was a fool to go with it, since it looked so plain and such. Little did they know that the plain-ness was what I was after, as it complemented the rest of my build perfectly, I added it to my build, and it was complete. All there was to do now was wait until it came time to order everything...

When the time came, I opened my Macbook, looked at the steam icon on the dock, and said to it:"The next time I click you, you will be in my glorious 144hz gaming rig, and then I looked at the Macbook and said:"no longer will I burden you with the high stress activity of gaming, and you will be used for what you are meant for; schoolwork. As I opened the browser, and typed in the URL, my heart racing, I clicked "system build" and clicked buy on all the parts I carefully picked after hours of research, everything else bought, I approached the last item: The video card. As I clicked on the SuperBizz link, adrenalin flowing through my veins. As the page loaded. It hit me. Under the price were 3 words, the my arch nemesis, bane of cantalOPe; it read: OUT OF STOCK. In desperation, I search Amazon, NCIX, and every tech site imaginable for it to no avail, as they were all consumed by the price gouging. In a last stand, I opened my email, preparing to send an email to SuperBizz support. As I scanned my eyes, looking for the "compose" icon, I saw some new mails from Massdrop. In an attempt to cheer myself up, I decided to read them. As soon as I opened it, my eyes flooded with joy. Massdrop, our salvation, our great lord and saviour, had started a drop for the GTX 1070 Armor 8G OC, and I clicked it.

I miiiiight have gotten a little carried away with the story, but whatever. Probably just the writer in me coming out

A wise man once said, get the best single GPU solution you can afford.

Unless your really set on those, and getting it from auction, I would say get something else.

Pick a 2x8GB memory kit like  G.Skill NT Series 16GB (2 x 8GB) DDR4-2400 Memory. This will leave 2 slots free for upgrading.
Get a better psu.  EVGA 650W 80+ Gold Certified Semi-Modular ATX Power Supply would be an excellent choice.  SeaSonic M12II 520 Bronze is also very good and well priced.

The Titan style coolers are very easy to take apart. The PCB stays completely attached to the heatsinks. Only the shroud is taken off, which is mainly just a few screws to take apart.

I disassembled and painted my Titan Black. If you take your time, it's very easy to take apart.

I didn't use heat resistant paint, as it's generally not needed. The metal parts of the cooler don't really have any heat dissipation functions, so they stay cool.

I just used a general purpose matte black paint and it worked fine.
