my friend is so non-tech he asked me if a xeon would get him better FPS in games, i said it depends, two weeks later my friend calls me to have a look at his computer because it would not post, looked at it seemed to be a CPU problem, take the CPU out and see the xeon E5-2699 v4!, the second i saw this i said: you shit head! you bought a $5000 CPU for your desktop!?
i took it from him and replaced it with the i5 4690k and surprise it works..
to this day still have that CPU but no use for it, going to keep it for later

ok guys,
1.the cpu i gave him was just a example, i can't remember what i gave him and i don't have time to find out
2. he's a son of a CEO of a organization so he has lot's of money(can't remember what one his farther owns but it's not reavent to the current topic)
3. the xeon he got did fit but was not compatible with his mother board
4. i took it off him, he had no use for it and i gave him something that worked, i don't have a use for it but i'm thinking about putting it into a server i have and using it for folding@home or something
5. he is one of those people, wants it, gets it, doesn't care how much it is or if he can use it he just gets it
if there is any problems with the explanation please bring it up, but expect to wait a while, i don't visit the forum often so it might be some time till i answer

premiere pro will worm with any GPU even a IGPU
if your dad want's to edit 4K then a card with ad least 8GB video RAM will do him fine,
hell if you want to be cheep go 4GB, never had a problem with it

from what i can tell is something is disrupting the os's memory management, it seems chrome and your chosen app are arguing what memory addresses they can have, this should to happen, windows has a built in memory manger since windows XP so when a app crashed the whole os would not go with it, i'm guessing your mother board memory controller is not working properly and when a app calls for a memory block that might be damaged, the system lock's up when the memory address was called to be used to hold something.
try these things
1. try a different os and try the same work load, if the os locks up or crashes, we will know it's a hardware problem
2. try a different mother board, mother boards have different memory controllers for the RAM, the RAM does it's own but it handles the data coming from the MB's controller
3. if all else fails, stress test it while running every workload you can, this will stress the system to it's limit's putting the system under load to see how it handles mutable tasks being sent  to it, if it crashes then your system is not a big fan of working with loads of system requests being sent to be processed, if this is the case then the mother boards memory controller is likely damaged,if you are still under warranty send it back, if not get a new mother board,
 
if you don't want to get a replacement try using a device that you don't use anymore and use that to watch youtube videos, i use a old android device to watch something while video editing.

I'm sorry that it's your mother board and that you have to get a new one, it could be worse the PSU could fail and kill the other components
