That really depends on a lot of stuff. Including what game you're streaming and what sort of quality you're looking to achieve with the stream.

Well where I grew up (early 2000s was when I started gaming), I had never seen an NES, knew anyone who owned one or even ever heard of anyone talking about one. Same goes for Xbox and Nintendo consoles. I only had playstations (1 & 2) around me. The first time I heard of the NES was when I first started using the internet and even then it's only 'heard about it', I definitely wouldn't know how to use one (though I could probably figure it out, like the kids in the video). For you it probably seems natural since that's what you grew up using/seeing, but many people have never even heard of it because they were born so long after or they simply live in an area where they didn't have them. So how can you call those people morons because they didn't go out of their way to research a console released long before their birth and which they probably don't care about anyway.

Yeah true, quadro cards didn't even come to mind because of the budget (I for some reason assumed they weren't any cheaper ones). Though I guess a gaming card would give him a bit of flexibility, assuming he's not just going to render 100% of the time forever with that PC.

Not sure if there are any 144hz panels for under 200$, but if you're taking your competitive FPS games really seriously, that's what you're going to want to get.

Sure they would run it just fine. Though an R9 280 won't exactly be maxing out every game.

So are you looking to actually spend 600$? If so, get a better GPU in there (R9 270/X).
