Have you tried monitoring your system usage with Task Manager as soon as you boot? Take a look for any sus high usage programs both CPU and ram. Go through your startup apps too

What is the power supply? 10th gen is still decent for gaming but obviously with prebuilts you gotta worry about the PSU and other OEM quirks. I wouldn't recommend upgrading the GPU without first upgrading the CPU. You can throw in a higher end 10th gen i5 and that should increase your average fps dips.

The core clocks go lower on all core loads it's weird coming from older intel builds but its normal. You will need to tweak PBO settings to maintain 5ghz or higher on cinebench I think this is mostly due to power limits even if your temps are in check.

Clean and repaste Make sure the AIO is working can you hear or feel the pump? What do you mean by custom distance because it is normal for AM4 sockets to be loose vertically until you put the cooler on

What version of Cinebench? Have you monitored your CPU wattage and clock speeds during the run? That would be the first thing to look into I think. The dual CPU pins are usually only for heavy overclocking so I think you are right that it is not the issue.
