    If the 3g 1060 is at 249us it won't compete with the RX 480 very well. The 6g version has to come in at 249us. And this is also going to come down to overclocking. If the 1060 hits 2GHz then the Rx 480 better hit at least 1500MHz to stay in it. This won't be decided for months as we wait for AIB examples to release.

    i would go with gtx 1070 why ? it has more V-ram, betther Directx-12 supporort . and drivers will mak it even more betther,

    There are still plenty of options to try here. 
    Firstly do you have another monitor you can try? Something with the most basic connection your pc outputs, im not sure what you Mobo supports but VGA is always worth a shot if you have it. Connect it to a TV or anything you have lying around just to test. Looks like your board has a 4pin cpu and a 24pin power connector, make sure both of these are firmly connected. Also like NukaColaBoy said better make sure you PSU has enough juice to power the beast!
    Next step strip the PC back to bare minimum, the least it needs in which to run. CPU, Single RAM, Single HDD and see if it still boots in the same way. See if the lights still have the same process/frequency. You could even try removing all ram to see if it gives an error boot beep code. If it does stick a single stick of ram in to see if this eliminates it.You will not damage the machine by booting without any ram. I seem to remember somebody mentioning that this board does not have on-board graphics so if you have another GPU its worth a try.
