You are able to install it on multiple pcs, but it activation key can only be linked to ONE social club account. So if you want to share the game one of you can't play online -
no need to lower render distance nor change the graphics to fast. Just disable vsync

I'd go with the 5820k if you live near microcenter it's like $300 for the 5820k and $329 for a 6700k
