They aren't forcing people to run the game at max detail settings. It's simply there for the people who have PC's that can run that sort of detail.
 
As for as pushing people away, I don't see that being an issue with such a huge title.

When you want to return a product to a store, you expect to bring it to them so they can take it back.  You don't just go to a store and say "I want my money back, but I threw it away already."

There was a chip in the paint so you threw away a perfectly good case?

What the hell is wrong with you? There's a thing called paint. Or you could give it to someone who could use it, who you know, isn't so holier than thou that they can't use a slightly imperfect case that honestly no one will probably see anyway.
