I am not planning to play game on all three at 4k max(just on one qhd 144hz monitor), it's Mostly for productivity. I do use 3D softwares like maya, cinema 4D etc.

I don't think so everyone's poor in india. Yeah i do agree that there are too many poor people living in india but generalizing entire population of 1.3 billion people as poor is kind of stupid isn't it?

24FPS is standard but i you want really smooth than i guess you can try 30FPS(60 FPS is too much and i won't recommend it). I am guessing your sketching is good cause it takes minimum 15 sketch to complete 1 sec animation.
