    I don't know what it would be used for, but overall, I'd say its a good build. Since that CPU isn't overclockable and that GPU has relatively low power consumption, the PSU is fine. If you were to upgrade to something like a GTX 970 in the future you may need to get a new PSU, but for this build its good.

    Good choice overall, but I'd go with a cheaper version of the 950 card. The MSI version should be more than enough for overclocking headrooom. Use the extra money to buy a better case, usually with cases 45 and up is good, anything else is usually bad, unless it's on sale.

    PSU is enough.
     
    If he has another hdd i would put an ssd and use it as the OS and main programs, this includes games, and the hdd for storage

    Gaming? Maybe.
    Rendering? Maybe - most likely.
     
    CPU overclocking doesn't give much boost on games.

    The 4.0GHz boost will kick in only when max 2 cores are working. When all 4 cores at at 100% there will be a lower boost (seems like 3.5 in your case).

    Only one of the cores can get to 4.0GHz
    It borrows performance from other cores.
    It is made for single cored workloads

    Turbo boost is only for 1 core, which happens on games mostly. Since video rendering is a multi threaded work load, turbo boost won't kick in.
