Sounds like you have issues with reseller, go ask them why they advertising they official re-sellers when they are not offical re-sellers. -
Like what @TofuHaroto said, if you want to first in line, grab new GPU and compare performances with benchmarks with reputable sources and if difference is less than 5% no need for upgrade cpu.

You can have look at custom pfsense box. You can grab second hand/refurbish government desktop and added nic from anything above 4th gen should be fast enough. For new product, the dream machine if you want stand within ubiquiti. -

I think people really need to get more basic computer security/privacy knowledge ... I have couple of friends that thought their webcam LED on their laptop was broken(always on) as usually most ask their significant other for IT advice. As the BF install the software in the first place ... they only realized after they broken up. IMO, these anti virus suite is really easy to bypass if someone like significant other have access to computer. I really think at OS level it should tell user when camera/microphone is being used in background or foreground for period of time. Like the current windows update that shows apps using microphone in taskbar. This is why, I never really let someone used my personal computer/devices without me present.

You have manual, it tell you how to do it. (If not download one here: https://www.msi.com/Motherboard/support/B450-GAMING-PLUS-MAX#down-manual) Your motherboard have USB flashback so you don't even need CPU/memory or anything installed apart from power to motherboard.

Go with one which suit you. Look at features such as ports and expansion and see which one suit your needs. I could normally go with mATX/microATX (B450M MORTAR MAX) or miniATX as it would allow me to use a smaller case. Unless you like big boy PC with alot of empty room but yeah. -

Did you plug the video cable in the GPU? Try resitting the GPU and double power connection (6pin). -
Assume you have crap cooler now, I would upgrade CPU cooler first and then fans.

A standard SSD shouldn't really effect your budget by much compare to getting a HDD.

You could get larger capacity SSD instead. You won't see much a difference in boot times maybe a few seconds faster but do you really need a couple seconds faster? Hmm tight budget shouldn't even look at NVME ssd for the price you could have gotten double the capacity ... If just gaming/daily work you don't need NVME ssd, SSD is fast enough for those tasks .... -
Yeah that is true, but looks at that 12v rail. I personally think a upgrade PSU wouldn't hurt. If it other brands/version maybe.

Nope. Have look at second hand market for that price range. 100 dollars probably can just second hand/business/government ex dell prebuilt like 2nd i3 ... which is not something you want waste. Save up more. -

Do you need NVME SSD? You can save some money for a better motherboards. The MSI tomahawk lines allow you overclock without any issues(and also do bios updates without 1/2nd gen cpu and in most regions not that expensive compare to ASUS boards with that features). As for the case, I would look for a better airflow one instead of bling. -
You would need at least 500-600 power supply regardless of the connector available.

Find a motherboard with USB flashback features, if want to be sure you can motherboard will work regardless if it support it out of the box. Just pick the cheapest from list in your region if you really tight on budget. Some newer batches or version includes newer bios to support it out of box. Sounds like you need reinstall windows. Plug just boot drive and install windows on that drive. After windows boots back up, plug your other drive back in.

Unraid or Freenas is a good choice. What is your storage size? Freenas require a decent amount of memory for good performance with ZFS. What is max memory. I personally would just pick strongest cpu which allow you run some plugins down the line if you wish but i3 can do trick as just a file server. No GPU is required after setting initial setup for both unraid or freenas, it all can be configured at web gui or thorough terminal afterwards. -
