GTA V 460 bottleneck?

I was wondering if my q6600 is bottlenecking my gtx 460, and if the framerates im getting are right. My specs are q6600-4gb ddr2-gtx 460. These are the framerates I was getting in GTA V at 1024x768, extremely low resolution i know.

2015-10-04 15:12:39 - GTA5 Frames: 5958 - Time: 182281ms - Avg: 32.686 - Min: 1 - Max: 41

The cpu was maxed out at 100%, and the gpu sat around 67-49% usage. I'm almost certain this is a bottleneck but just wanted to get a second opinion. :P thanks

edit: forgot to mention this is all on normal details, nothing turned up AT ALL

Its def a bottleneck.. But you should really just replace your whole system.

I don't see how a Q6600 could bottleneck a 460.

If the cpu is being maxed, then its holding back the gpu. generally the gpu is working at 100%, as games are usually gpu limited.
