Bottom Screen Twitching

The bottom part of my monitor (taskbar) is constantly twitching when I use chrome/watch videos. I tried recording my screen with obs and I got the info that I wanted, the twitching didn't show up in the recording, so that must mean it's a hardware issue. I recorded it with my smartphone as a visual aid for you guys:

I tried messing around with my cable at first but obviously yielded no result. Toyed around with Catalyst Control Center, nada. Any ideas?

Set overscan to max in ccc to cure it... I was using hdmi and got it.

The slider......go far right.

Located In thr CCC under the video tab I think.

Fixed It for me.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
