Transferring files help

So i have a new os in my pc and i want to transfer my old my documents to my new os hdd but it seems windows 7 is protecting them how do i transfer them onto my windows 8.1? Do i need to use a external hdd as a middleman ? ive also tried putting the files on my secondary hdd that's on both os's but it wont let me see or use the files in windows 8.1.
