best 970 for an HTPC?

Well as far as "best" I think this little guy: http://www.newegg.com/Product/Product.aspx?Item=N82E16814121912, Still aftermarket cooling, but small form factor for easy placement in many cases, and one fan to help isolate the temps a little better for exhaust than dual/triple fans.

My opinion though

 

I agree... but the ASUS cards have known coil whine. Maybe opt for an EVGA or Gigabyte small form factor GTX 970 and you'll be good to go!

I have an Asus GTX980 STRIX in my HTPC and this card has no coil whine at all. But the GTX970 tends more to have it. But lots of GTX970 independant from the manufacturer suffer from it.

Thus said I´d get a card in a HTPC if you have the space with full size and 0 fan profile.

That depends on the HTPC. If it is one to enjoy 1080p in ULTRA in the living room then not ;). I use for that matter a GTX980 STRIX.

Personally, for a HTPC, I would go with the most silent model on the market. Currently, the MSI GTX 970 Gaming http://www.amazon.com/MSI-GTX-970-4G-Graphics/dp/B00NN0GEXQ/ref=sr_1_2?s=electronics&ie=UTF8&qid=1427680388&sr=1-2&keywords=970+gaming is the quietest on the market and followed by the ASUS GTX 970 STRIX. Both of these models have 0db performance up to 65C when the fans kick on. At full speed the MSI is significantly quieter which is why I recommned it over the STRIX but either one would be the best option for a HTPC.

True but I mean, OP specifically said, "I'm getting a 970 because its the cheapest card that supports HDMI 2.0". Which would be incorrect since the 960 is cheaper. Performance is another discussion.
