I would say Plasti-dip, as you can actually get it off.

I feel obliged to warn you that your warranty will be beyond voided.

The projects never end in my line of work.

It won't void the warranty if you take it all off before sending it in for RMA or any type of things.

You can do the shrouding with no issue. But doing the board itself, good luck getting all of it off.

If you plan to paint the PCI-E Express lanes and Dimm slots like Linus I don't recommend using plasti-dip, it's nice to have it removable but it will rip if you install a card in a slot and add a fair bit if thickness compared to spray paint where you can wear off the paint when they get on the pins, plasti-dip will gum up, also before removing any masking you will need to make cut lines with plasti-dip.

As for masking in general using painter's tape or automotive masking tape work well, but if needed liquid making tape can aid in difficult to mask areas and paint any good quality plastic spray paint will work, depending where you are Rustoleum or Krylon makes some good stuff, if you want a more vibrant or unique blue color automotive paints will ave a greater selection just don't use paint with metal flake.
