Can the Windows 8.1 ISO be put on a USB 3.0 flash drive?

I've heard that in order to use a USB stick to install windows 8.1 (with doing the ISO and mounting to a USB and make it bootable) you need to plug it into a USB 2.0, but I need to know if it can be put onto a USB 3.0 flash drive. I only have a 3.0 handy so I need to know if I should just get a small (>4GB I know) 2.0 flash drive to install it with.

USB3 flash drive will work in a USB2 port. 

 

I've never known of a legit Win8.1 image on its own.

 

Could you link me to the DL? As long as its not a torrent.

 

I'm just buying it off Newegg and getting a download version that, as I understand it, will give me a link to the ISO and a key, and then use a utility to mount it to the USB such as http://wudt.codeplex.com/ or https://rufus.akeo.ie/ and make it bootable when plugged into the new system.
