Weird Framerate and animation issues.

Recently brought Farcy 4 had similar issues in 3 and other games in my roster have been having this issue. When I am playing certain games even when my specs are well above the minimum specs (I5 2500k and 660). MSI Afterburner will say I am getting 60 frames yet the gameplay will come back either stuttering or as if it was 30fps or lower (aka its not smooth) and it just really bugs me. Or like with Far Cry 4 I have a better GPU then a 1gb 460 and a better CPU then an I5 570 yet I I cant get a smooth framerate on low settings. Is it just me or is this out of the ordinary?

Far Cry 4 has some stuttering problems even on high-end specs, I did not have any issues on Far Cry 3 though. What were the other games?

Mainly Ubisoft titles I also get stuttering in Payday 2, Arma 2 & 3 Planetside 2 to name a few. My friend has a system of fairly equal specification to mine (3gb GTX 660 and a I5) and he runs it smoothly on high yet my system is shitting a brick down on low and I just dont get it. I am looking to upgrade the systems main 3 parts (Mobo, CPU and GPU) soon so hopefully the issues do not persist after that it just makes the game annoying to play for me when you framerate says 60 and your dude is running like its 30. Really jaring and just throws me out of the game.

I am off my PC for the night but tomorrow when I get up I shall upload a shadow play recording of the game running on low settings just so people can get a more visual representation. You may say "Stop being such a baby" well I have an expectation of I have to run it better then or the same as a console. If I cant do that then my PC or the PC port is a let down. Its just from what I have seen the PC port of Far Cry 4 was not the worst especially for a ubisoft title. I bid yee farewell from old blighty.
