Set Affinity Not Working With Fallout 3

Recently Fallout 3 went on sale for pretty cheap so I bought it. (Not realizing how much BS i'd have to go threw to get compatibility.) So I stumbled upon a few steam thread talking about what i need to do to disable mouse acceleration, and how i'd need to set it to work without it instantly crashing (Don't worry i set it in compatibility mode (Windows XP service pack3))

The next step was on the tread was to "Set Affinity" to one core, but when i tried to access "Set Affinity" under Fallout3.exe it says "The operation could not be completed" "Access is denied"

Could somebody tell me how to fix this, Please
