So I put this together for my new build.

 

Parts I already have : Case , Hard Drive , 2 x 7950 , Powersupply  , OS.

What is the max budget? I'd like to try and improve this if I can.

ATX mobo to let the 7950's breathe. Cheaper (but exact same specs) RAM, much better monitors (the ones you had down had 14ms response time!), the CPU cooler is cheaper but the performance is almost exactly the same.

Not the biggest fan of the Gigabyte board to be honest or the unknown memory brand.

The Gigabyte board is solid. Gigabyte aren't the second largest Motherboard retailer for nothing you know. As for the RAM, it's only the retailer who is unknown. The actual manufacturers of all RAM are a handful of companies. Those are Samsung, Hitachi and Hynix. There may be a few more, but he point is; RAM is RAM. Doesn't really matter who packages and sells it.

I really don't need monitors , I would like to have them and replace my 32 inch tv but I can wait for that.

I'd say go with the monitors, I now can't live without at least 2, and I have to give back my brothers soon, so those few weeks will be difficult until I have enough money to buy another one :(
