So I pay for 12Mbps Down, 0.65Mbps Up. Not the best internet in the world but it works. This shit doesn't, My internet has been like this off and on for the past 2yrs and I'M DONE!!!!

I live in a rual area. My only other options are to go on a satellite 15GB Caped connection or a 20GB Verizion LTE connection. There are ZERO other ways to get internet

Run there own wires. They actually layed a couple hundred miles of fiber a few years ago but there lines to there substations were still copper for some idiotic reason. They've been telling me for a yr and a half that they are running a dark fiber line to fix the problem. Just yesterday I was get a 30ms ping on Speedtest and about 65ms in BF4 with 14Mbps down and 1Mbp up and this is what I come home to tonight.

Yea. We had the 25 plan also. They were to double it. But Comcast can't multiply I guess.

Here in Australia I'm on a Telstra plan that is said to offer 100Mbps down and about 2.5Mbps up. When connected via ethernet cable I get 115Mbps down and about 3Mbps up. On WiFi it's a bit of a different story. I get at least 80Mbps down and 2.5Mbps up. It's not too bad. It could be worse.

Have you tried ringing them and asking if they can do anything. A line analysis?. Troubleshoot your modem/router.

Did Windstream expiclty state they can guarantee you 12Mbps Down, 0.65Mbps up. If so that is a breach of contract, provided nothing is wrong with their or yours associated hardware.

I only ever see guarantee's when it comes to commercial use (business) for consumer internet plans the dreaded "up to" comes into play "up to 12Mb/s"

That ping is crazy though, either you're in a rural area or bad infrastructure.

Same company just in the morning when nobodys on. Its a simple fact that they're are trying to fit 20,000 on one substation or whatever.

I like to say if your unhappy with your current ISP and your out of contract just leave, as around in your local area whos on different providers on what speeds they get (Remember the further out you go from your home the less relevant it is going to be.

 

Check what your substation can do like FTTC (Fiber to the Cabinet), FTTP (Fiber to the Premises) ADSL, ADSL+ ect ect as the tech behind each substation (Or what we call exchanges in the UK).

Once you've done that you will know how much you can get in speed so time to approach a supplier, go with someone that has high speeds in your area that people around you recommend. I'm with BT in the UK due to the Fiber Optic Speeds so I am quoted to be able to get 76MB Download and 19MB Upload (These are quoted as Maximum speeds not minimum speeds).

So I get darn near to the Maximum in which is amazing. 

 

If you are in contract call them, keep calling them until they A, Fix the issue or B, Allow you out of the contract. Dont get angry at them or be abusive with them otherwise they will do nothing that would be above the call of duty, be nice and just ask for help and they will get it sorted for you and if your not getting anywhere with the agent politely ask for their manager.
