Hardware not shutting down

Every time I try to shut down or even restart the system, the screen shuts down and the OS shuts down, but the hardware always keeps running... How can i fix it? And why is it happening?

Maybe your power states got messed up in the BIOS. 

Or it's just fans that keep on running.

I have a Corsair H80i and the lights in the block remain on. The only thing i'm being able to do is force the shut down by long-pressing the ON/OFF button...

Reset CMOS, take CMOS battery out as well as turning the computer off at the wall for 30 seconds or longer then put the battery back in first then turn the power back on at the wall and turn it on. Then test the PC without making any changes to the BIOS. If it still does the same thing check to see if anything like "Keep awake" is switched on in the BIOS.

You mean by flashing the BIOS to a previous version?

Look for one of those on your motherboard, take it out and leave it out while your PC is turned off at the wall for 30 seconds or longer then put the battery back in and then turn the computer back on.
