Bad mobo fan headers?

My friend had to get a new motherboard today and he got a new heatsink for his CPU and the fans for the heatsink wont power on which is concerning as his a very avid PC gamer yet me or him cant figure out the issue.

Is there anything touching the fan? Did he plug it in to the wrong header?

Its in the right header and nothing is touching the fan the only fan turning is his system is his back 120mm fan and his GTX780 fan

If you push the fan manually will it go on it's own for a short amount of time?

Its getto set up for now the CPu fan header doesnt like the CPU cooler fans PWM header
