Steam Level 0

This is a new account and I have a Steam Level 0. After clicking some link I am here at a page which says I need to spend $5 in order to increase the Level. Also it shows I have added $4.97/$5 . Does it means if i spend ~$0.3 I will go Level 1?

The levels on steam are not defined purely on how much you spend. There's different things you can do on the steam platform to increase your level. Here's some help to get you started :)

True but getting from level 0 to level 1 is based purely on expenditure. You have to spend $5 to go to level 1 and access steams full feature set.

 

It's a method of stopping troll accounts.
